Rossin coordinates the instruction of independent expert witnesses in accordance with the Civil Procedure Rules, including Part 35 requirements, for housing disrepair and related matters across England and Wales.
Instructions are reviewed centrally and allocated to an appropriately qualified independent surveyor based on the nature of the issues, the reporting requirements and the overall scope of the matter. The appointed expert then prepares the report independently in accordance with their duties and the applicable standards.
This structure provides legal professionals with a single administrative route for instructions while maintaining proper separation between the coordination function and the expert’s independent opinion.
Rossin does not act as the expert witness and does not provide expert opinion.
The expert opinion is provided solely by the independent surveyor appointed to the matter.
Rossin can coordinate instructions where a Part 35 compliant report is required for use within legal proceedings, subject to the suitability of the matter and expert allocation requirements.
Where appropriate, Rossin can facilitate the appointment of a Single Joint Expert, ensuring that the instruction route remains clear and that the appointed expert is suitable for the role required.
